The Plot-Hole

Voldemort is not the most trusting of people. Why then does he not demand that the Death Eaters make an Unbreakable Vow of loyalty to him?

But Wait...

Well, it's because loyalty does not work that way.

Voldemort’s ideology revolves around the belief in pure blood supremacy, where a perfect, unblemished race rules over lesser specimens by right of inherent superiority. The Death Eaters follow him because they share that ideology, leaving little need to compel them into a vow of obedience.

Also, Voldemort does not portray himself as a dictator but a visionary, a first among equals. Compelling loyalty through threat of death, as would be the case with the Unbreakable Vow, would undermine his vision of an elite pure-blood utopia by setting him up as tyrant. Far from making his followers loyal this would breed resentment, even lead to a to reluctance to join his crusade.

Voldemert may not the best strategist but he understands the merits of offering the carrot rather than brandishing the stick, and inviting his followers to share in the spoils is better than holding a gun to their heads.
