Pay attention, child. Avengers: Age Of Ultron has already shown us Tony Stark’s contribution to the global effort to keep Dr. Bruce Banner’s alter ego from throwing a hissy fit and destroying a city or two: the Hulkbuster armour, launched from an orbital platform called Veronica.
More than that, though: General Thaddeus ‘Thunderbolt’ Ross had his own black ops style group tasked with hunting Banner/The Hulk down since forever, and every iteration of the team that's been given that thankless, bruising task has been called The Hulkbusters.

No, but think about it this way. What on earth would a Hulkbusting crew like that do when Banner is no longer a threat: if he’s controlled and working as an Avenger for example, or exiled off-world?
You’re talking about an elite group of soldiers, spies and superpowered people with massive amounts of high technology and a theoretically unlimited budget, suddenly left with nothing to do... but unable to be officially disbanded in case Banner becomes a threat again. Well, what else would they do but become a government-sponsored crisis response team?
Think International Rescue from TV’s Thunderbirds: a fast-response unit tasked to appear anywhere in the world at a moment’s notice; a peacekeeping force armed with non-lethal but highly impressive solutions to deal with potentially any threat or cataclysm… and always secretly waiting for the other shoe to drop, and for the Hulk to go nuts that one time too many...
