9. Elliot Carver - Tomorrow Never Dies

Every James Bond film has a villain, and every Bond villain has a plan. Some want money, some want to start World War III. Some want to destroy the world, others are simply trying to escape death. These dastardly schemes have varied not only in premise, but also in quality, but whose scheme is the worst of them all? Well, the dubious honour of the worst Bond villain plan ever arguably goes to Elliot Carver (Jonathan Pryce), a deranged media baron. 

With the help of a stealth ship and some stolen missiles, he has engineered a conflict between the UK and China. He aims to use a stolen British missile to destroy the current Chinese government, who will then be replaced by a corrupt military faction allied with Carver. This new government will immediately negotiate a truce with the UK and grant Carver... broadcasting rights in China for the next 100 years. 

If this was a Bond parody and the joke was that the scheme was ultra-petty then it would be pretty funny, but unfortunately this was meant to be taken seriously. Additionally, if broadcasting rights in China were really so important to Carver, wouldn't there be a simpler way to do this than starting a war? Furthermore, what if the truce had been rejected? What if Carver's Chinese allies had betrayed him? His plan could've easily started a full-scale nuclear conflict, which would've destroyed Carver's empire altogether. 

It would appear he didn't quite think this through.
