While the original Cube sensibly opted to keep its biggest mysteries ambiguous, the sequel lifted the veil and revealed that the cubes were operated by a shadowy defense contractor called Izon with connections to the U.S. government.

Like the first film, one of the cube's prisoners does nevertheless manage to escape by film's end: protagonist Kate (Kari Matchett). However, upon exiting the hypercube just as it implodes, Kate wakes up in a factory surrounded by Izon officers.

She then hands over a necklace containing confidential information about Izon, seemingly bargaining for her life in the process, but an Izon officer pulls out their gun regardless and shoots her in the back of the head, killing her. Without missing a beat, Izon's men start tidying up the scene and moving on with... whatever the next phase of their operation is. 

After Kate fought so hard to escape the cube, seeing her cut down so easily was hugely deflating, and naturally invited audiences to consider whether the same fate befell the first film's survivor, Kazan (Andrew Miller).
