8. The Penguin - Batman Returns

Found in the sewers of Gotham by Christopher Walken's Max Shreck, it takes little time for Oswald Cobblepot to rise from the sewage-filled depths of the city to become its most popular Mayoral Candidate. It doesn't take the World's Greatest Detective to figure out that something is amiss though, and Batman is soon on Penguin's case.

In spite of his wiles, it's Penguin's big mouth which ultimately foils him, an audio recording of his badmouthing the citizens of Gotham quickly putting paid to his unlikely political aspirations ("You gotta admit! I played this stinkin' city like a harp from hell!")

As tends to be the case with cinematic Batman's foes, he doesn't last longer than that, meeting a premature end after Batman blows up most of his lair during the big finale.
