What better way to finish off Phase 4 than with the West Coast avengers? From a branding/marketing perspective, you have the Avengers name in the title plus familiar faces like Hawkeye, Scarlet Witch, Vision, Jim Rhodes (War Machine) and Ant-Man. New faces to the MCU, like Wasp, Tigra and Wonder Man, would bring some exciting, fresh blood to the mix as well. The end of Avengers: Age of Ultron seems as though it's trying to set up a West Coast off shoot. Clearly the team becomes divided going into Civil War. New recruits are brought in to expand the roster. In the comics, Vision and Hawkeye are responsible for the development of the new team. Throw in a Runaways movie earlier in the phase, and you have a whole new California-based setting for the MCU (so New York can take a break from unyielding destruction). West Coast Avengers gives Phase 4 something to work toward. It's a natural culmination of the potential films. As the original Avengers dwindle, this bunch can run with the ball. With any luck, Marvel will buy back all of their intellectual properties by this time and the West Coast Avengers could plant the seeds of an Illuminati film in Phase 5.
