9. Waterworld

WWBudget: $175 million What We Got: Waterworld, the most expensive film ever made at the time, was originally budgeted at $100 million, but various setbacks and issues caused the cost to promptly sky-rocket. Universal had a quarter-mile long set built for a stonking $22 million, which was then promptly half-destroyed by a hurricane. In addition to this, while most of the cast and crew lived in tin shacks for the shoot, Kevin Costner had a lavishly furnished villa to accommodate his every need, and was paid roughly $14 million for the movie. Rumours continue to persist that Costner, a producer on the movie, ended up firing director Kevin Reynolds after the budget spiraled too out of control, and shot the final portions of the movie himself. While not a horrible movie but simple a bizarre curio, it's pretty clear that the budget was blown when, without marketing costs included, it almost went double over its intended budget.
