4. Lt. Terrence McDonagh (Nicolas Cage) & The Lieutenant (Harvey Keitel) - Bad Lieutenant

Bad Lieutenant Whether your flavour is Werner Herzog or Abel Ferrara's take on Bad Lieutenant, the result is absolute mayhem by way of Nicolas Cage and Harvey Keitel respectively. Surely both men were competent cops as rookies, though soon succumbed to the allure of corruption, to steal drugs from felons (to support an addiction) and sexually assault perps. Throw into the mix for Keitel a gambling addiction, and you've got a volatile cocktail that makes for not just a bad Lieutenant, but the worst cop this side of Vic Mackey. The grand irony of Herzog's film is that at the end, after performing all of these heinous acts before our very eyes, McDonaugh not only has a beautiful, pregnant wife (Eva Mendes), but he ends up being promoted to Captain (or rather, Bad Captain), a hilarious subversion of police drama tropes.
