8. The Gungan Army
Frankly, anything Gungan is dumb (and yes, we'll get to himlater). However, if you thought the Senate was bad, take a look at the Gungans. Despite sharing a planet (Naboo) with what is essentially an advanced human species, they're depicted as childlike, uneducated, hot-headed, and unable to master basic technology. Basically, they're tribal creatures stuck back a few thousand years, going to war with slingshots and other basic weapons. So ask yourself this: given human nature has been historically to wipe out weaker adversaries, how on earth are they even still in existence on Naboo?
