9. A Different Approach To Villains

The MCU's first three phases have been building towards the upcoming battle against Thanos in Infinity War, all while the typically standalone villains in each single movie have been, well, a mixed bag to say the least.

It seems unlikely that Marvel would simply repeat the Thanos formula for another three phases and beyond, especially as there's a more elegant and unique solution right in front of their face.

Why not have Baron Zemo return to form his Masters of Evil stable, essentially acting as an evil Nick Fury, using the various movies to recruit villains into his anti-Avengers outfit. This would, of course, eventually lead to an Avengers vs. Masters all-out battle down the road, and if Marvel actually puts more effort into their individual baddies from this point, it could be nothing short of awesome.
