Who? The absolutely normal, non-powered human son of Mystique and Sabretooth. He was given up for adoption and gets pretty upset later in life when he realizes he is the offspring of two mutants. He delves into this resentment and establishes the "Friends of Humanity" a group who oppose mutant rights and terrorizes the weaker ones while exposing the violent acts of those such as Magneto.

A sometimes activist, politician, and even president of the United States in one story-line, Creed does everything humanly possible to persecute mutants.

How he fits in the MCU: The original X-Men (2000) utilized Senator Robert Kelly as the anti-mutant politician. The MCU could differentiate themselves by substituting Creed as the normal human causing all the issues with mutants trying to just live their lives.

He probably wouldn't serve as the only villain, as he has no powers to use in that key 3rd-act battle. However, he could become the MCU X-Men's version of Lex Luther. Constantly causing problems and pulling strings in the government.
