Creating a new superhero is hard work. Stan Lee has been doing it for decades, and all he gets in return is a cameo in a Marvel movie once a year. This power to create new powers started when, in a storyline from Invaders #33, Hitler wanted Thor to kill Stalin. The only problem was that Union Jack – The UK’s Captain America – was for some reason pretending to be Stalin, so he got killed by Thor instead. Why Thor was taking instructions from Hitler is another issue entirely, but fine. Moving on, Thor realized that he’d killed Union Jack and used his hammer to reverse his lightning death strike, which acted as a catalyst to give Union Jack the brand new superpower of being able to control lightning.

So yeah, Mjolnir can just bestow new powers on whoever it wants, and it doesn’t even need complex plots involving Hitler, Stalin, and British Cap to do it. It’s just a lot more fun when those elements are included.
