12 Fearsome Movie Villains Who Didn't Actually Kill Anyone

There could only be one entry to top this list, even though both we and the character know deep down that he is all but guilty of multiple murders. John Kramer, the man better known as Jigsaw, is one of the most sadistic villains in film history, but as he notes repeatedly throughout the series, he hasn't killed a single person.

The central villain from the Saw franchise is barely sighted in the first film, but if anything it makes him all the more menacing. Creating a number of traps designed so that only the truly brave can escape, the terminally ill Cramer truly believes he is doing the right thing. The scriptwriters unfortunately have a tendency to agree, with the majority of 'survivors' from his torturous plans taking up his mantle as Jigsaw, rather than just see a counsellor.

Of course John Cramer is very much responsible for the deaths of countless victims, and a court of law would no doubt have him charged with murder. But this is the power of Jigsaw, Cramer able to 'pass the buck' of his hideous crimes on to others.

The franchise has most definitely got weaker as it has progressed, with the decision to move away from John Cramer being the central villain a poor choice. His death at the end of the third film was a baffling decision, with subsequent writers attempting to find more inventive ways of keeping the character in the franchise, largely through insufferable flashbacks.
