What happens: Academy Award Winner and political busybody Sean Penn got his start as Spicoli, the stereotypical surfer dude (complete with long blonde locks and vacant expression) in this prototypical teen movie which is probably better known for another "dream" sequence. I'm not gonna tell you what it is. You know. It's the first thing that Google suggests as you type in "Fast Times". Anyway, Spicoli's slightly more innocent dream involves him being a surfing champion that gets interviewed by serious journalists who then stand around and watch him mack on with hot babes in bikinis. https://www.youtube.com/watch?v=sKrpl-KBTzQ What it means: "To dream that you are surfing parallels the ups and downs of some emotional situation or relationship.
