13. The Rising Tide
There have been more than enough organisations with evil intentions introduced in to the Marvel Cinematic Universe already and, in theory, any one of them could be looking to build or work with an evil robot. The newly introduced Rising Tide in the Agents of S.H.I.E.L.D television series certainly have the level of technological wizardry to create or understand something like Ultron and they certainly have the enemies to give them a motive to work alongside the robot. They are being very slowly brought to the forefront of the television series and, although we don't know an awful lot about them yet, this could be due to the fact that Marvel have bigger plans for them, so perhaps they will either help to create Ultron or be one of the organisations that he seeks out to use their resources.
