4. Batroc

Though he's only a low level villain in the opening sequence of Captain America: The Winter Soldier, Batroc is clearly an impressive enough figure to manage to take over an entire ship with a reasonably small crew of mercs. He was also one of the most wanted men on the planet

He was, of course, doomed from the start as Nick Fury had set him up as bait to help uncover the corruption at the top of SHIELD after he became suspicious over Project Insight.

Where Is He?

Currently in SHIELD custody, as Alexander Pierce told Captain America before HYDRA's infiltration of SHIELD was discovered.

Threat Level

Batroc is far from the same sort of threat as the likes of Dormammu or Mordo, but he has the skills to be useful as a right-hand man to a bigger villain. In all likelihood, he's probably not going to be released from SHIELD custody for anyone to find that out, though he'd make an interesting supporting figure in that Thunderbolts movie Marvel should already be making...
