It would be foolish to only show the heroes reacting to what's going on around them when it comes to making the superhero registration act become a thing in the Marvel Cinematic Universe - we'd actually need to see the views of politicians and indeed civilians. It would give the premise a bit of substance, instead of just taking the heroes' and S.H.I.E.L.D.'s word for it that the public were demanding it. Archived footage of prominent real-world politicians speaking about something else could be utilised, or even edited, to give a political viewpoint on the idea - while actors could be cast in the roles of fictional politicians backing the idea. And, of course, montages like the one at the end of the first Avengers movie (the one with the Stan Lee cameo), after the battle of New York, in which we see news footage of people's opinions, with one man playing a New York Senator stating "these so-called heroes have to be held responsible for the destruction caused by the city - this was their fight, where are they now?" That one quote would actually suggest that the wheels are already in motion for a Civil War movie, but let's not get carried away just yet.
