Thanks to the popularity and ongoing nature of Agents of S.H.I.E.L.D., Marvel's ABC television show would be an ideal place to set the wheels in motion for a Civil War movie. As damage to the world is caused on a regular basis in the show, the need for registered heroes would be more plausible and we could hear from the S.H.I.E.L.D. bigwigs about how and why they would enforce it, without detracting from the action in the movie itself. With Cobie Smulders' Maria Hill - a lead figure in enforcing the Superhuman Registration Act in the comic arc - being a character in the show, and Clark Gregg's Phil Coulson another major S.H.I.E.L.D. figure in the show who, last we heard, had been given directorial duties by Samuel L. Jackon's Nick Fury, it makes sense that the likes of those characters would discuss the potential implementation of the bill.
