13. Azrael
Why He's Awesome
Strictly speaking, Azrael was never a full-blown villain: he was more an anti-hero on a mission of vengeance, employed as an assassin, but he still initially came into conflict with Batman, and if he were ever to appear in a film, he would definitely have to initially appear the same way.
Azrael is about the coolest member of the wider supporting cast of Batman characters: he's an instrument of a secret society, empowered with a bad-ass suit that combined Batman's features with a sort of Knights Templar Grim Reaper aesthetic. He's also similarly trained to Batman, boasts superhuman strength thanks to his armour, and wields a sword burning with the souls of the damned. Try saying that's not one hell of a striking image.
He also eventually changed allegiances and became a part of the Bat-family, even standing in for the Dark Knight as part of the Knightfall storyline.
How Likely Is He?
Since the DCEU is currently refusing to bring in pretty much any of the Bat-family, introducing one of its less famous members is pretty unlikely no matter how cool. And you have to wonder how willing mainstream comic book movie studios would be to play with religious iconography. 1/10
