Power scaling in superhero comics is often arbitrary because its pointless and vice versa. As long as it makes a modicum of sense, a character's physical strength is always what the writers need it to be depending on the scenario. For example, Hulk might be able to lift a mountain in one comic, but struggle in a fight against the Abomination the next. Thor's strength may be quantifiable and limited, but he can still challenge Galactus the World Eater to single combat.

The MCU takes a much more measured approach to its heroes' power structure by limiting their exposure. In the first Avengers movie, it's shown that Captain America's shield can counter both Thor's Hammer and Iron Man's ark beam and this level of strength has remained consistent throughout the series. Likewise, Hulk is always demonstrated to be one of the most physically powerful being in the Marvel universe, being able to tank his way through bunkers, withstand a barrage of Chitauri lasers, and nearly beating the massive Surtur by himself.

This consistency has helped the MCU to easily build tension where the comics struggled. If Black Widow can take out a room full of men in Avengers but is terrified of Bruce Banner, then the audience knows he's a threat worth taking seriously. Likewise much later when the roles are reversed and the Hulk, a certified powerhouse, is easily brought low by Thanos in the opening minutes of Infinity War.
