In general, being a suit in MI6 is a pretty thankless part in these films and therefore, one can't help but wonder how such parts keep roping in great actors.

Tobias Menzies is a very, very fine actor - for example, he was quite possibly the single best performer in seasons three and four of Netflix's The Crown, which is a huge achievement considering the strength of that show's ensemble cast - and as he adds one great performance after another to his growing filmography, him being completely wasted in Casino Royale is only growing more distracting with time.

In the film, Villiers played M's secretary; come to think of it, they could've just introduced Miss Moneypenny here instead of bothering with this character. Like most of these actors, Menzies didn't do anything wrong at all but this was a nothing role and it's no wonder he didn't return to the franchise after this one film.
