12. Zootopia 2 - A Legitimately Great Twist Villain

While it wasn't quite as clever as it thought it was, Zootopia is still one of the best Disney animations of the 21st century, and it's no surprise that it ranks among the company's most acclaimed flicks. Nonetheless, its twist villain absolutely sucks, and there's no getting away from that. Mayor Bellwether (Jenny Slate) was a bland character who barely got any screen time before suddenly being confirmed as the main antagonist with little to no build-up, making her an epitomizing example of a twist villain done wrong.

Come to think of it, a few other Disney films from this era - namely, Frozen, Big Hero 6, and Incredibles 2 - also featured poorly-done twist villains, so it's good that Disney mostly moved away from this trend from the late 2010s onwards. Nonetheless, Zootopia 2 finally returned to this often-tricky storytelling device, and praise be, lessons have clearly been learned. 

This time around, the twist villain is Pawbert Lynxley (Andy Samberg), and against all of the odds, he's a legitimately awesome surprise villain. He's an interesting figure both before and after the reveal, his motivations make sense, and though him revealing himself is a shock, it still makes sense overall within the world of the story. Nicely done!
