As we all know, the MPAA has strict guidelines over the content in movies that determines the rating it gets. Language and nudity can raise a PG-13 to an R, while the more extreme the violence is, the higher the rating.
In the case of Goodfellas, the violence was apparently just a bit too much for the MPAA's standards, according to IMDb.
Apparently, ten frames of blood had to be cut out of the movie in order to get it down to an R-Rating. It was just too much for their standards.
