4. John Slattery
Another Mad Men alum, Slattery was reportedly a name thrown around for the role of Peter's boss at the Daily Bugle, J. Jonah Jameson, back when the character was going to be in the script. If Slattery doesn't get the part of J.J.J, the filmmakers should call him up for the part of Norman. As Roger Sterling, Slattery is able to balance arrogance and likability. That's a great combination for a villain. You know Norman's evil but you can't help but like him and be attracted to him. Slattery can also suggest a world weariness and a sense of having lived a life, which will be an asset considering Norman is dying in this continuity.
