Although Batroc isn't strictly a Black Panther villain, the two have clashed before and it could be a very interesting concept to have a bit-part villain from a previous Marvel Cinematic Universe movie take the role of the main villain in a future one. In Captain America: The Winter Soldier, Batroc led a team of twenty-five pirates to hijack and attempt to ransom a S.H.I.E.L.D. ship - the Lemurian Star. This attempt was thwarted by S.T.R.I.K.E., Captain America and the Black Widow. Batroc (portrayed by cage fighter Georges St-Pierre) did, however, prove himself to be a very formidable hand to hand combatant, given that he gave the super soldier a very tough one on one fight. With an army of pirates, he could take an interest in the resources of Wakanda (particularly vibranium, following his clash with Cap) - and that would undoubtedly bring him in to conflict with the Black Panther. With vibranium, he could be a threat to T'Challa - who, of course, wears a vibranium weave armour himself - and the fight scenes, as well as the pirate plot, could make for a movie on the epic scale of The Winter Soldier.
