The Valkyrie we see in 'Endgame' is very different than the down-and-out former war hero we met back in 'Thor: Ragnarok'.

Though Thor is still technically King of New Asgard, he is King in name only- little more than a figurehead. It is clearly Valkyrie who deals with the day-to-day running of the town and the needs of it's people.

She also plays a vital role in the film's final battle, leading the Asgardian troops, helping the Gauntlet-carrying Peter Parker to reach safety, and teaming up with her fellow super-women to help Captain Marvel.
