2. Skeletor
I bet you were expecting this guy to be at number one, weren't you? Skeletor is the classic He-Man villain and he would be absolutely essential in a Masters of the Universe movie - just like he is in every other form of media. The skull-faced, blue-skinned sorcerer was always a bit of a bumbling idiot when it came to his common sense, but he was actually an inventive genius whose magical power was mighty and who was very formidable in hand-to-hand combat. He could essentially do anything with his magic - conjure things from thin air, create forcefields, travel between dimensions, teleport, fire energy blasts and bring inanimate objects to life, amongst other things. In the 1987 movie, Frank Langella's portrayal of Skeletor was the best thing about it, but it wasn't really the Skeletor we know in terms of his appearance. With modern CGI and a good actor, he could be an all-round fantastic movie villain.
