6. Lobo
Lobo is one of DC's most hardboiled and unique characters. There's been a Lobo film in the works for years, which I talked about in
an article a few weeks ago. In that piece I talked a bit about Lobo's hilarious backstory: An interstellar bounty hunter and mercenary from the planet Czarnia, Lobo's name roughly translates to "he who devours your entrails and thoroughly enjoys it." He likes nothing more than violence and intoxication and loves to kill. He committed genocide on his entire race by unleashing a violent plague on his homeworld, and at one point told Superman: "I'm the last Czarnian. I fragged the rest of the planet for my high school science project. Gave myself an A." He first appeared as a villain when introduced in the early 80's, then gathered a cult following and became more of an anti-hero. Since a feature film is most likely out of the cards for a while, I say try him in animation first. A Lobo film, even with a lower budget, would be a bit of a risk for a studio. Not only is he not that well known to casual moviegoers, but the nature of his character warrants an R-rating, which we know studios don't really like to do for superhero films (just ask Deadpool). So, animation might be a better starting point, to introduce him to audiences and test the waters; while at the same time seeing if he can sustain a feature film by himself.
