2. Villains That Are Not Costumed Vigilantes
The big twist of The Batman is that The Riddler did not leave riddles for Batman because he was taunting him - it was because he thought they were allies. Why wouldn’t a man who dresses up like a bat to beat up criminals, not agree with The Riddler’s methods?
If Batman is inspiring other masked vigilantes, they are going to be more like The Riddler or his conspiracy theorist friends. One must remember that real-life vigilantes look more like them than Batman. This Riddler is heavily inspired by The Zodiac Killer, after all.
To not let this happen again, Batman becomes a symbol of hope, instead of vengeance, but if the sequels are going to feature multiple costumed supervillains within just a few years, it would look like Batman’s plan did not work. Even if the movies don't address why the villains have costumes, we will think Batman is still inspiring dangerous vigilantes.
Luckily, not every terrorist and serial killer can be blamed on Batman. All the sequels need to do is avoid villains with costumed gimmicks. Two-Face is just a lawyer with a burnt face. Poison Ivy does not need a costume. The Joker is just a nihilist with an atypical fashion sense. The Penguin is a mob boss. The Court of Owls already have masks decades before Batman made it cool. We have a wide selection already, so no Scarecrow, Mad Hatter, or Professor Pyg.
