3. United States of America
Of course, I couldnt compile a list of locations without involving the vast lands of America in my choices. Over the Daniel Craig era of Bond, we have seen on multiple occasions the CIA involved in helping Bond track his villain and supporting his cause. To flip this coin on its head, I think theres potential for a great plot if Bond was to help the CIA find and kill someone that is living on American soil. This could be a great premise due to the sheer scale of America and the amount of locations Bond could visit. From LA to New York, Texas to New Mexico, theres an array of environments which each have individual qualities to bring to the film. Bringing a British agent to help the Americans would make for great viewing, especially Daniel Craigs character, who would bring his rugged methods to an organisation which attempts to do everything above board. The antithesis between the two methods of capturing a villain worked well in Casino Royale, and if given the opportunity to work it into Bond 24, I believe it would make exciting viewing. Obviously any villain that resided in the USA would indeed have a large troop of informants in every state which could almost bring a touch of Bourne Identity to the Bond franchise with 007 being collared from every angle. Not many bond films set Bond as a lone man against a huge corporation of villains, but shooting in America would certainly allow this.
