As Ghost relentlessly pursues the gang in search of the Pym lab, Reed explains that the intent was always to fashion her as a character similar to the T-1000 (Robert Patrick) from Terminator 2, especially while pursing Scott through an abandoned building.

This obviously belies the fact that a real human being actually exists beneath the suit, but of course, Ava's desperation to prevent herself from evaporating out of existence forces her to become a ruthlessly, doggedly determined hunter.

She may ultimately be nothing on the T-1000, but you can certainly appreciate why Reed would seek such an influence.
