11. Ultron & Hulk's Destruction Will Cause The Superhero Registration Act

Obviously the core plot of Civil War is going to revolve around the creation of the Superhero Registration Act, which in the comics was all about superheroes revealing their identities, but as they're not secret in the movies, it will be reconfigured to be about accountability for the chaos they tend to cause on Earth. The seeds of this legislation are sewn in Age of Ultron, demonstrated by the absurd amount of destruction that takes place during the movie. For one, there's the fact that The Hulk continues to be unpredictable and put lives in danger, and more prominently, the fact that Tony Stark's Ultron creation was able to cause massive damage to Sokovia naturally has the citizens and governments of the world very scared. Expect there to be many references back to the mayhem in Age of Ultron at the start of Civil War.
