Avengers: Age Of Ultron Ending - 14 Implications For Phase 3 And Beyond
1. Civil War Isn't Going To Be Long Enough
As it stands, Tony Stark and Captain America aren't even in conflict: there have been some flashes of ideological difference - Stark's extremism in defence of the world and Cap's romantic idealism. Presumably, Civil War is going to have to open with another clash, with the world's governments stepping in and introducing the Superhero Registration Act.
Oddly, there hasn't yet been a shift where Stark actually feels guilty about how much human death and destruction wayward heroes might be capable of - in Age Of Ultron he seemed more concerned with protecting his friends and the world at ANY cost. Considering he's still suffering from PTSD after the first Avengers, for him not to have come to that point yet is a little jarring.
But perhaps he will spend the down-time between now and Civil War contemplating the probably countless people who died during the Sokovia Incident, and begin to wonder whether letting Hulk disappear without tags might actually have been a bad idea.
Whatever the case, Civil War needs a lot of establishing story work, and you have to worry that 2 hours isn't going to be long enough to sell the build-up, the events and the pay-off, unless they dilute it significantly.
