10. Nick Fury

As the Director of S.H.I.E.L.D., Nick Fury was responsible for assembling the Avengers and had all sorts of weapons and secrets at his disposal. The Helicarrier alone made him a formidable threat, not to mention the caches of secret HYDRA weaponry, the fleet of Quinjets, and the body of a Kree whose DNA could be used to resurrect the dead. However, without those resources, Nick Fury is very much a normal man. Hell, his well equipped SUV in Captain America: The Winter Soldier barely saved him from being taken out by The Winter Soldier, so when it comes to toughness, Fury just can't compete with the team he put together. Even so, he's no doubt still a useful ally for them to have.
