14. Bruce Banner Isnt In Control Any More
Control is going to be a massive part of the plot: not only does Tony Stark's desire for control feed directly into the Civil War story-line, but Ultron is a megalomaniac villain with God-like aspirations, and both Banner and Scarlet Witch are unable to control their powers fully. In the opening set-piece, it seems Banner will lose control and Hulk up without intending to - which suggests Scarlet Witch does something to him with her powers - and the experience scares him enough to make him unhinged. Could it be the revelation that Hulk has too much of a hold over Banner that inspires Stark to build the security drones? Probably not, since he doesn't make them all Hulkbusters, but his power, as well as the unveiling of Scarlet Witch's powers have got to feed into Stark's fears over rising superhero (and villain) powers that are beyond even the Avengers' power.
