18. War Machine
Like Falcon, the fact that War Machine can fly helps the battle sequences have an added dimension, and he gets some pretty good moments in Wakanda, including bombing the Outriders in an impressive looking set-piece.
He beats Falcon because there's a hint of some progression in his character when he clashes early on with General Ross and there's a suggestion that he's had some second thoughts about the idea of superhero regulation. And even though the technology Stark has provided to "fix" his paralysis, the impact of Civil War's injury isn't diluted in any way. If anything, him standing up to Ross while his injuries are so obvious makes him even better.
17. Red Skull
The biggest surprise of the entire movie saw the long-awaited return of Hugo Weaving's Red Skull, who was last seen being disintegrated by the Tesseract at the end of The First Avenger. He returns as the guardian of the Soul Stone, who reveals to Thanos that the only way to get his hands on the Stone is to make an ultimate sacrifice.
He's effectively a stand-in for Death, ethereal and creepy and it's truly great to have Weaving's performance back in the MCU - particularly after he apparently wasn't keen to return initially. But the decision to render the character using CGI rather than using practical make-up probably helped make that decision easier.
He's not involved a lot, but as a key part of one of the film's best sequences, he's important.
