38. Mariah Hill
Cobie Smulders' Maria Hill - who appears to still be working for whatever is left of the SHIELD that is loyal to the Avengers - turns up in the post-credits sequence in New York. She's not given a great deal to do, apart from disappearing in the wake of Thanos' deadly click.
She serves a purpose in the same way that Nick Fury does, but it's not like she's a memorable part of such a huge film. She does slightly lose points for the fact that her alert of "multiple bogeys over Wakanda" comes mere seconds before Thanos clicks his fingers, when in reality the alien ships arrive far earlier than that.
37. Nick Fury
Just like Maria Hill, Nick Fury's only involvement in the film is his appearance in the post-credits scene that shows the impact of Thanos' click in the real world, with New York residents disappearing in the wake of the stunning moment.
He ranks higher than Hill because we get not only a nice little Samuel L Jackson gag - the interrupted "motherfu..." - but he also gets out his magical space pager and calls for help from Captain Marvel. So though he's not a big part of the film himself, he's narratively pretty valuable for the sequel.
