17. HYDRA

Agents of SHIELD aside, the last time we saw any active sign of HYDRA was in Ant-Man, when they turned up as Darren Cross' business partners in the sale of the Yellowjacket technology. The buyers there were presumably still answering to HYDRA heads. Civil War also saw the remnants of the Winter Soldier programme being eradicated.

It's also been revealed that HYDRA knew about Thanos' impending attack and all of their plans for world dominion were designed to get Earth ready and strong for the impending invasion. Given that that failed, they probably spent Infinity War's events hiding in a bunker.

Oh, and there's the small matter of Red Skull being found in Infinity War.

Will They Be Back?

When one head is cut off... So maybe. If they ever find out that Red Skull isn't dead (and a way to get him out of his curse), they'll definitely come back swinging.
