2. Arkham Unhinged

So far we haven't seen much about Gotham's iconic criminal institution, despite its importance to the city in the comics - and indeed to Batman himself - and it feels like something of a missed opportunity, especially with the possibility of bringing in Hugo Strange and reintroducing a cast of already familiar members of Batman's rogues' gallery. Some might suggest that it would be better to focus on a story based on The Last Arkham arc, which would offer an interesting, if slightly off-pace look behind Batman's cowl as the Arkham staff attempt to psychologically break the Bat, but which would probably be too light on action for fans expecting to see something closer to Nolan's vision. The answer then lies in Arkham Unhinged, the prequel comic book to Rocksteady's Arkham City during which Hugo Strange attempts to lock up the only remaining "outlaws" in Gotham - Batman, Catwoman and Two-Face. Admittedly, the film should only focus on the skeleton of the Unhinged story, but the important element would be the presence of Hugo Strange as the chief antagonist, and cameo and supporting roles for other notable Batman villains.
