If it is a flash forward, you'd have to wonder what makes Superman hate Batman so much. If he's twisted by Lex Luthor's actions into establishing his One Earth Regime-like government then it makes sense that there would be some trigger (the likely one being the death of Lois Lane) but it still feels more like this is a manipulated vision intended solely for Batman to make Superman look like a monster. And it's no accident that the whole point of the sequence is to show Bruce Wayne's biggest fear - not just that someone with supreme power would grasp his world in a tight fist, but also that he'd surrender his power by being robbed of what makes him effective.
