As Klaue's story about Wakanda comes to an end, he starts laughing in Everett Ross' face, before turning to T'Challa and Okoye (Danai Gurira), the leader of his personal bodyguard unit known as the Dora Milaje, who are watching behind apparently one-way glass.

Klaue giggles as he tells them, "I can see you!", maybe suggesting some sort of power on Klaue's part, or perhaps this is meant to be a comedic beat which underlines the tawdriness of the CIA operation, where they can't even get the glass right. Or maybe Klaue just knows they're there and is screwing with them.
