10. Captain America, Fugitive

Thanks to the events of Captain America: The Winter Soldier, S.H.I.E.L.D. no longer exists in the Marvel Cinematic Universe. Director Coulson is of course leading his own version of the espionage agency on the small screen, but the massive government organisation who had a Helicarrier in The Avengers will not be a factor in Captain America: Civil War. Who exactly will take aim at those who refuse to sign the Superhuman Registration Act remains to be seen. A private security force run by Tony Stark? Government agents like the FBI and CIA? It could end up being none or all of them. Either way, one thing that's essential in this movie is to see Captain America forced to go on the run from the law as a fugitive. This is such a huge departure for the man who was a publicly recognised superhero in the days of World War II and gives the Russo brothers a lot of very interesting ground to cover. Of course, it's also something that was covered in Captain America: The Winter Soldier to some extent, so there's every chance that Marvel drop this angle from the movie.
