Look, this is a massive film with a major cast and there's bound to be some characters who aren't as tightly focused on as others. Little White Lies has issues with the way some of the characters are sidelined:

"But not everyone is so lucky. Don Cheadle€™s War Machine is the lame duck of the pack, beaten to a sorry pulp at every moment where it really matters. Bucky has a big metal arm in place of charisma, which is a shame. Cap is a hunk of seething self-righteousness with an enviable jawbone. Unlike Batman, he€™s entirely comfortable with his creed of savage diplomacy, which actually makes him come across as a psychopath. The female characters (Scarlet Johansson€™s Black Widow and Elizabeth Olsen€™s Scarlet Witch) get a little time in the limelight before being hastily sidelined for the grand finale."

Similarly the Hollywood Reporter says Jeremy Renner's Hawkeye barely registers, which seems to have been a concern since he debuted. You know, even when he was actually doing a lot. There's just something about that character that makes people want more without ever acknowledging when he's given an expanded importance. But it does make you wonder why he bothered unretiring.

And IGN make it clear that another anticipated character isn't exactly up to the hype: "...if you're stoked to see Martin Freeman in the MCU, you'd best dial down your expectations as he's not given much of anything to do here."

I suppose this one is inevitable, but it still doesn't make it easy to take.
