Despite all of his time leading supervillains, Zemo’s also had a very successful go of leading superheroes as well. After the Masters of Evil failed, most of the villains took new identities and rebranded to become the Thunderbolts. Lead under Citizen V (Zemo in disguise), their goal was to gain the public’s trust and then use that to conquer them.

Much to the villains’ surprise, they were immediately embraced by the people, and most of them actually enjoyed saving the day. Eventually, when their identities became public, many of the reformed villains turned on Zemo, who was still evil as ever.

Zemo continued to lead the Suicide Squad-like team for many years, all the while still wanting to take over the world. But now his goals were slightly more benevolent as he wanted to rule so that he could save the planet from itself. Like the Masters of Evil, the Thunderbolts are unlikely to play out in Civil War, but could be a legitimate place for the MCU to go to in the future.
