The Question: Considering all the madness that was going on in Civil War, where exactly was the guy who started all this, Nick Fury, and his trusty operative Maria Hill?

The Likely Answer: Fury's absence has proven baffling even to Samuel L. Jackson, who was originally told he would appear in Civil War but never got the call. He nevertheless offered one possible explanation: "I guess I’m still out there, trying to figure out what happened to S.H.I.E.L.D. and who these other people are."

So, that's it? He's just dealing with S.H.I.E.L.D. but doesn't take a break to try and calm the Avengers down? It's hardly satisfying, but that seems to be the party line.

Maria Hill's absence isn't much less bizarre, considering that she's an employee of the new Avengers facility, and Civil War briefly takes us there a few times, so there was ripe opportunity for a quick cameo.

So, Hill, like Fury, was probably around somewhere, but it was just a convenient (or lazy) excuse to get them out of the way to focus the central story more.
