Obviously, Civil War is a film that was heavily in touch with the source material, even if it didn't actually adapt the Civil War arc purely. The commentary track reveals that the earliest steps of pre-production involve a relationship with the comics too.

It is revealed that they spend time pulling key panels and artwork from the comics and making something like a mood board of “archetypal moments or big story moments we want to drive at.”

That wall of inspiration included the immediately iconic shot of Iron man and Captain America fighting, with Stark's blast beams bouncing off Cap's shield at the film's climax. It was planned right from the very start.
