And it presumably won't just be Klaue playing the antagonist in his stand-alone...

The fact that T'Challa not only gave protection and technological comfort to Bucky but also pledged to fight off anyone coming to claim him suggests that The Winter Soldier story is going to continue into Black Panther's stand-alone. Otherwise it would seem like Marvel had simply put Bucky on ice and dropped the ball with him.

That's plainly not going to happen, and it seems that Ryan Coogler's film will balance the story seeded in Age Of Ultron (of Ulysses Klaue wanting to plunder Wakanda's resources) with General Ross (or someone else) coming for Bucky. It might slightly close the space for narrative originality, but if it stops Black Panther being an Avatar clone about the ethics of mining natural resources (yawn) it's got to be considered a good thing.
