9. Crossbones

Last Seen: Being carted away in severe condition by a medical team following the collapse of the Triskelion in The Winter Soldier. Outside of Loki, Zola, and Thanos, the film side of the MCU hasn't featured any recurring antagonists, more often than not outright killing each new villain by film's end, while those with the potential to return, like Red Skull, are left waiting in the wings. As such, when The Winter Soldier introduced Brock Rumlow and made it seem like he'd been killed, it was a pleasant surprise when it was revealed he was, in fact, alive by film's end. It's clear he's back with a vengeance for Civil War, and it's entirely possible that whatever clash occurs with him will be the final spark that ignites the larger conflict behind the film. This time out, he's sporting a pretty cool costume, and - taking into account the role he plays in Cap's comics history - hopefully he'll be sticking around for further appearances down the line.
