As the titular star of the movie, it's fairly obvious that the man who will get the most screen time in Captain America: Civil War will be Steve Rogers AKA Captain America himself. Leading and fighting for the anti-registration team, Cap will also be fighting to prevent his old friend Bucky Barnes from being brought to justice for the crimes he committed while he was brainwashed by HYDRA. He'll be the focal point of proceedings from start to finish, defying authority and effectively defending a murderer, and audiences might end up changing their opinion of him somewhat as a result. He'll need to sort out his differences with Iron Man et al fairly swiftly, however, as he'll definitely be needed in the Avengers: Infinity War movies once it comes to fending off the cosmic might of Thanos.
