33. Hero Or Vigilante?

Ross' voice-over confirms that public opinion is split on Captain America (and presumably the rest of The Avengers) - "while a great many people see you as a hero, there are some who prefer the world vigilante". Not hard to guess what camp he falls into. It seems inevitable that Ross will use his experience with Hulk - and the rampage seen by the world in Sokovia - as a key launching point for the introduction of the Accords. Presumably whatever happens in the opening sequence (probably in Africa) shifts the balance in favour of the Vigilante viewpoint.
